MELCCFP Authorization Applications
Metra Consultation provides engineering and technical support for environmental authorization applications submitted to Québec’s Ministère de l’Environnement, de la Lutte contre les changements climatiques, de la Faune et des Parcs (MELCCFP).
Projects involving water supply systems, sewer infrastructure, stormwater management, wastewater treatment, watercourses, wetlands, or other environmentally regulated activities may require a ministerial authorization or declaration of compliance before work can begin.
Our civil, geotechnical, structural, and BIM teams work together to prepare coordinated technical documentation and support clients throughout the authorization process.
Our Services
Depending on the nature and environmental risk level of the proposed work, our services may include:
- Preliminary review of the project and applicable environmental requirements
- Identification of the appropriate authorization pathway
- Coordination of ministerial authorization applications
- Preparation of declarations of compliance, when applicable
- Civil engineering plans, calculations, and technical reports
- Water, sanitary sewer, and storm sewer system design
- Stormwater management studies and hydraulic calculations
- Site servicing, grading, and drainage plans
- Assessment of receiving environments and discharge conditions
- Coordination of geotechnical and environmental information
- Preparation of supporting forms and technical documentation
- Coordination with municipalities, laboratories, surveyors, and other professionals
- Responses to MELCCFP requests for additional information
- Revision of plans and supporting documents during the review process
Determining the Applicable Authorization Process
The environmental approval process depends on the nature, location, scale, and environmental risk of the proposed activity.
A project may be:
- Subject to a ministerial authorization
- Eligible for a declaration of compliance
- Exempt from authorization under specific conditions
- Subject to additional municipal, provincial, or federal requirements
Our team reviews the project at an early stage to identify the applicable process and required technical documents. This helps reduce incomplete submissions, avoid unnecessary delays, and establish a clear path before detailed design begins.
Projects We Support
MELCCFP authorization services may be required for projects involving:
- Establishment, modification, or extension of water distribution systems
- Establishment, modification, or extension of sewer systems
- Drinking-water production or treatment facilities
- Wastewater treatment equipment and facilities
- Stormwater collection, retention, treatment, or discharge systems
- Work affecting watercourses, shorelines, flood zones, or wetlands
- Municipal and private infrastructure development
- Industrial, commercial, institutional, and residential developments
- Activities presenting potential environmental impacts
The specific requirements vary according to the project and the regulations applicable at the time of submission.
Our Process
Our typical approach includes:
- Reviewing the proposed project, site conditions, and available documentation
- Identifying the applicable regulatory pathway
- Defining the required engineering studies, plans, forms, and supporting documents
- Coordinating information from the client, municipality, and other professionals
- Preparing the engineering design and technical documentation
- Supporting the submission of the application through the appropriate online service
- Responding to technical questions and requests for additional information
- Revising the documents as required during the ministerial review
Information Typically Required
To begin, we may request:
- Certificate of location or topographic survey
- Architectural and site-development plans
- Existing and proposed utility information
- Municipal correspondence and servicing requirements
- Project description and intended site use
- Stormwater, wastewater, or water-demand information
- Geotechnical or environmental reports, when available
- Information regarding nearby watercourses, wetlands, or flood zones
- Previous environmental authorizations applicable to the property
If some information is unavailable, we can identify the additional surveys, investigations, or professional studies required.
Integrated Engineering Support
Environmental authorization applications often involve several interconnected disciplines. Stormwater systems depend on site grading and soil infiltration; underground infrastructure must be coordinated with foundations and existing utilities; and excavation conditions may require geotechnical recommendations or structural protection measures.
Metra Consultation brings together civil, geotechnical, structural, and BIM expertise to provide coordinated and constructible solutions while supporting compliance with applicable environmental requirements.
